It snowed on January 11, 2014.  The snow was plowed from the street onto the sidewalk. Here is an example on the Terwilliger Bridge.

On Jan 27, 2014 Greg Hawley of Portland Parks showed SW Trails volunteers how to make a water diversion on the Raz-Baack Crossing trail. On March 28 it rained alot. 

The bridge across the Raz-Baack crossing in Steven’s Creek Natural Area was designed so that when it flooded the bridge would be under water.  And that is just what happened
