Barbur Corridor trail and sidewalk needs

Pedestrian and trail needs along the Barbur Corridor are a portion of the trail investment needs though out SW Portland. The more complete list of trail improvements needed is described here. This list created February 2014 mostly as improvements to numbered SW Trails.  The list was updated April 29, 2014 with most of the updates (marked with Δ) being places that need sidewalks.

ΔFrom North to South starting south of downtown :

• Δ I 405 Bike/Ped Crossing Improvements: Improve opportunities for bicycles and pedestrians to cross over/under I405 on Harbor Drive, Naito Parkway, 1st, 4th, 5th, 6th, & Broadway. ODOT – Portland project (#6022)
• Δ Bike Connection along south side of I 405 to connect Dunaway Park with Ho Chi Minh Trail Along 405 to 18th.
• Δ SW 1st bikeway SW Barbur to SW Arthur & connection to SW Kelly via SW Grover(#3038)
• Δ SW Naito reconfigured from SW Barbur to I 405. 2 lanes with bicycle lanes, sidewalks, left turn pockets, & on street parking. Remove grade separation, tunnel, connect to Ross Island bridge. ODOT – Portland project (#5013)
• Δ South Portland Circulation Redo of ramps to Ross Island Bridge. Appears to provide direct connection to Ross Island Bridge from Naito, make land available for re development. (#1044) ODOT – Portland project
• Δ SW Barbur from county line in Tigard to I 405
  • Δ sidewalks where there are none, separated bicycle facility, with exception of parts of woods section where pedestrians could use the separate bicycle facilities. ODOT Facility (#1019, 3044, 4002, 5005, 5006)
  • Δ may include new ped bicycle bridges beside Newbury (#6004) and
  • Δ Vermont(#6005) bridges in Hillsdale. Depends if they shut down one lane for bicycles. Some of us do not support #3044 or #5006 until we understand the impact on our local streets of diverted traffic. ODOT – Portland projects
• Δ Pedestrian and bicycle improvements to Sam Jackson and Terwilliger from Dunaway Park to Marquam Shelter, will help OHSU bike riders and peds and bikes going to or from shelter on the 4T Trail.

4T Trail from OHSU

• extended shoulder with no parking north side of Marquam Hill Road from Gibbs to Fairmont, Δthis will also serve as a climbing bicycle lane. (also serves Trail 1).

Walking alternate when the tram is not working:

• Repair trail from Barbur to Terwilliger by
  • replacing 10 steps,
  • replacing walkway with 120 feet of concrete sidewalk,
  • installling handrail on 200 feet of stairs, and
  • installing lighting from Barbur to Terwilliger.
• New crossing of Naito at SW Whitaker with HAWK signal, new signage from east end of Hooley Bridge to Terwilliger Blvd.

These improvements from OHSU to the Hooley Bridge are also listed in the Trail 1 improvements.

Trail 1

• ΔRealign Trail 1 route to begin at Waterfront Trail at base of the Tram, use the Hooley Bridge to get Naito.
• New crossing of Naito at SW Whitaker with HAWK signal,
• new signage from east end of Hooley Bridge to Terwilliger Blvd,
• repair trail from Barbur to Terwilliger by
  • replacing 10 steps,
  • replacing walkway with 120 feet of concrete sidewalk,
  • installling handrail on 200 feet of stairs, and
  • installing lighting from Barbur to Terwilliger.

Δ Sidewalks in neighborhood below OHSU and Veteran’s Hospital

• ΔChanges to the intersection at SW Naito & Barbur to allow safe crossing of Naito.
• ΔNew connection with walkways & elevators to get folks from Barbur Station @ SW Gibbs to Campus Drive near base of Tram. (#2999)
• ΔSidewalk where needed on SW Hamilton Court near SW Terwilliger. The metro list provides only bicycle facilities: Enhanced bikeway on SW Hamilton Ct & SW Hamilton from SW Terwilliger to SW Corbett.(#3028)
• ΔSW Hood Avenue from SW Lane to SW Macadam under I 5 (#6021)
• ΔPedesrian activated Rapid Flashing Beacon on MacAdam (Or 43) at Richardson.

ΔSidewalks in Burlingame neighborhood

• ΔSidewalk where there is none on SW Terwilliger from SW Capitol Highway to SW Terwilliger Terrace. Metro list calls for bicycle lane improvements.
• ΔImprove Terwilliger to make a continuous in road bicycle lanes from Barbur to Westwood. (#3093)
• ΔSidewalk where there is none on SW Vermont/SW Chestnut from SW Capitol Highway to SW Terwilliger. Also reconfigure intersection to facilitate left turns. Metro list calls for bicycle way improvements without concurrent pedestrian improvements. (#3101)
• ΔSidewalk where there is none on SW 3rd from SW Nevada to SW Barbur.
• ΔSidewalk where there is none on SW Miles from SW Barbur to SW Brier Place
• ΔPaved trail on SW Nevada between SW 5th and Terwilliger to accommodate peds & bicycles.
• ΔMarked crosswalk of Terwilliger just north of SW Nevada.
• ΔSidewalk where there is none on SW 13th. Bertha to SW 10th
• ΔSidewalk where there is none on SW Custer 13th to Capitol Hill Road
• ΔSidewalk where there is none on SW 17 Drive SW Barbur to SW Custer

Trail 3

• Rebuild stairs under I5 bridge (should be done by summer 2014 by ODOT).
• Zebra crossing of Terwilliger at Nebraska (will also serve Red Electric).
• Δ Remove walking barriers on school district property on east side of drive between Wilson and Rieke part of a neighborhood greenway.

Trail 4

• ΔZebra striping of crossings of on ramps to SW Taylors Ferry Road near Macadam
• Handrail on stairs from Canby to Canby at SW 10th.
• ΔBuild sidewalks on west side of Extended shoulder with no parking on SW Capitol Hill Road from SW Moss to SW to SW Troy.

ΔSidewalks and bike needs

• ΔSidewalk where there is none on SW Capitol Hill Road from SW Barbur to SW Bertha. The project on metro’s list provides only for bicycle facilities. (#3017)
• ΔSidewalk where there is none on SW Troy/Canby from SW Capitol Hill Road to SW Capitol Highway. The project on metro’s list provides only for bicycle facilities. (#3033)
• ΔNew Ped and bicycle facilities (bridge) parallel to SW Barbur at Multnomah Viaduct. (#6003)

Trail 5

• Build new ped bike bridge over I5 and Barbur to SW 52nd
• reroute trail 5 there.
• build sidewalk along south side of Taylors Ferry Road from Capitol Hwy to SW 48th as needed.
• Build Asphalt trail connection on ROW from end of 52nd to Ash Creek Natural Area.

Trail 6

• Trail 6 is also the Hillsdale to Lake Oswego Regional Pedestrian Trail from SW Sunset in Hillsdale to the Willamette Greenway Trail in Lake Oswego.
• On Capitol Hill Road sidewalk from SW 17th to SW 19th.
• Pave pathway on all of SW 19th from Capitol Hill Road to Moss, Δ set no parking signs where there is not room for trail and parking.
• Pave pathway on 19th from Dolph to Taylor’s Ferry Road.
• Sidewalk on Taylor’s Ferry Road from 19th to SW 18th Place,
• Sidewalk on 18th Place from Taylor’s Ferry Road to the entrance to Marshall Park Δ and SW Collins Ct. to connect to the Folley Balmer Nat Area Trail..
• ΔExtended Shoulder with no parking or sidewalk on SW Cheltenham Ct from SW Westwood Drive to SW Cheltenham Drive

• Sidewalk on SW Pomona from from SW 49th to SW 51st,

Red Electric

• Zebra crossing of SW Corbett at SW Seymour
• new paved ped bike facility from the existing end of Slavin Road to Barbur at south end of Newbury structure,
• new bridge across Iowa Street Gully,
• new trail under Barbur up to Parkhill Drive,
• pedestrian connection to existing trail in Himes Park,
• New trail along the old Red Electric rail alignment from SW 33rd and SW Bertha to Olsen Road.
• Δ Red Electric is listed as #9005 and #9007. 9005 has the trail going down the hill under the Barbur Newbury and I5 Iowa bridges to get to Willamette Park. This will require a hillside full of retaining walls. I propose to redefine the alternative to make it much less expensive and combine it with #9007 and include #6004 a new pedestrian and bicycle bridge (included in the discussion of Barbur above, adjacent and parallel to the existing Newbury Bridge (just south of where Capitol Highway turns up the hill) to take the Red Electric to the Hooley Bridge.
